Born in La Paz (1880). In 1912, he obtained a Bachelor’s degree in Jurisprudence from the Central University of Honduras.
Served as a Deputy, President of the National Congress and the Constituent Assembly of 1924, Minister of Finance and Public Credit; professor at the School of Law and Rector of the University (1933-1936). He fought in the civil wars, reaching the rank of Colonel. He passed away in 1945.
